Update for September 2009
Here’s the latest Abingdon Rural Neighbourhood update from Neighbourhood Specialist officers PC Carl Bryant and PC Keith Morton.
Crime information
There have been a number of burglaries during the last month and a prolific burglar has been arrested by the priority crime team based at Abingdon on suspicion of burglary.
Of the six assaults, three of the offenders have been arrested and dealt with. Around the Marcham and Wootton Neighbourhood there have been a number of vehicles damaged. Increased patrols by the neighbourhood and response teams should deter any would be vandals.
Following a public order incident in Marcham the offender was arrested and cautioned.
PC Bryant is investigating two incidents of exposure in Botley, if you have any information regarding this please contact him on 0845 8 505 505.
Anti-social behaviour information
There have been a few incidents of the anti-social use of motorcycles in the field next to Matthew Arnold School and the copse area. We have increased our patrols in an attempt to deter this kind of activity and any offenders will be dealt with robustly and risk having their motorcycles seized.
Following reports of anti-social behaviour in Longfields, Marcham, patrols have been increased to deter potential offenders. Overall, anti-social behaviour and crime in general remains low in the Rural Abingdon Area.

Good news stories
- A road safety check was carried out on the Eynsham Road Botley for traffic offences, 25 Speeding offences were dealt with by means of fixed penalty tickets and eight tickets were issued for failing to wear a seatbelt.
- PCSOs Sandra Syphas and Lisa Prime visited Botley and Cumnor Schools and gave a cycle safety talk in each. Afterwards in Botley they addressed parking issues at the school.
- PC Carl Bryant, PCSO Lisa Prime and Roger Foster (Crime Prevention Officer) visited Westminster College to give a safety and crime prevention talk to the new students and some of the staff.
- PCSO Lisa Prime and Sandra Syphas visited Cumnor Primary School and student from year six helped them carry out a project on crime investigation. Missing items included winnie the pooh. The children assisted in investigating the crime culminating in the safe return of winnie!
- PCSO Lisa Prime and Sandra Syphas took a police vehicle to the Botley children’s centre open day. Lisa and Sandra enjoyed the day as much as the children.
Planned activities
- PCSO Lisa Prime will be carrying out Bonfire/Halloween talks at Cumnor primary School.
- PCSO Lisa Prime has now put a contribution in the North Hinksey Sprout and the Cumnor news and is soon hoping to do the same in the Appleton on line.

Here’s the latest Abingdon Rural Neighbourhood update from Police Constables Carl Bryant, Keith Morton and PCSOs Lisa Prime and Laura Schmid
Crime information
During August crime has been relatively low. In the Cumnor, Appleton, Farmoor, Wytham, Hinksey and Botley area, there have been 3 assaults, 1 fraud, 3 domestic non recordable incidents, 1 shoplifting, 1 theft from a person for which the suspect was arrested and given a police caution, 3 criminal damage to vehicles, 2 burglaries of outbuildings and 1 burglary of a house, 1 theft a bicycle and 1 theft from a vehicle. In the Kennington and Radley neighbourhood there have been 2 thefts of vehicles, 3 criminal damages to vehicles, 1 shoplifting and 1 burglary of a house. In the Marcham and Wootton neighbourhood there have been 1 assault, 2 reports of criminal damage, 1 vehicle interference, 1 burglary of a house and 1 burglary of an outbuilding.
Anti-social behaviour information
The riding of motorcycles in Thrupp Lane Radley has stopped and we have no recent reports of them being anywhere else. There have been a few incidents of anti-social use of motorcycles in the field next to Matthew Arnold School but we have been regularly patrolling the area in an attempt to deter it.
There have also been patrols of Longfields in Marcham to deter anti-social behaviour.
As a team we are continuing to patrol Wootton Community Centre whilst it is in the process of being refurbished and we are in regular contact with the site foreman.
Overall, anti-social behaviour remains low in the Rural Abingdon Area
Offences bought to justice
During this month an offender was arrested and cautioned for a theft in Botley, and at present we are in the process of making an arrest for an assault in the Botley area.

- On Tuesday 4th August PCSO Laura Schmid took the Speed Indicator Device (SID) to the outer areas including Marcham and Shippon.
- We held a meeting on Wednesday 5th August with reference to the anti-social behaviour with different agencies present in Longfields, Marcham. It was very beneficial and helped us to work to make Longfields a more sociable place to live.
- On Tuesday 11th August PCSO Laura Schmid and PCSO Sandra Syphas took the Exhibition Trailer to Wootton where they received some excellent intelligence and met more members of the community.
- On Wednesday 12th August we utilised the SID on the main road in Marcham.
- PCSOs Lisa Prime and Sue Bradshaw took the speed indicator device to Cumnor and the majority of vehicles were 30MPH and below and only 1 car reached 35 MPH.
- Saturday 15th August PCSO Laura Schmid held a talk at the ex-serviceman’s club in Marcham after they had returned from a day trip in Windsor. The talk was about crime reduction and keeping safe. All members were given information packs to take home.
- On 13th August PCSO Lisa Prime and Roger Foster (crime reduction advisor) attended Seacourt Tower, Botley to code cycles for members of staff. PCSOs Lisa Prime and Sue Bradshaw attended Hill End camp to see how the young people were enjoying their outdoor activities.
- PCSO Lisa Prime has agreed to do a monthly “Blog” in the Cumnor news to let residents know what she gets up to.
- On Friday 14th August the rural neighbourhood team carried out a test purchase operation. This was to target public houses and off licences who sell alcohol to underage drinkers. Nine premises were checked and two failed. The staff responsible was fined £80 by way of a fixed penalty notice.
- On Friday 21st August PCSO Sue Bradshaw left us to become a police officer. I’m sure that those of you that know Sue will wish her all the best in her new career.

Anti Social Behaviour
Over the past month there have been many problems with the Community Centre on Besselsleigh Road, Wootton, with young people causing Criminal Damage. We are working with the site managers and increasing patrols in the area to combat this problem. To date there has been an improvement with fewer incidents and calls. One of our concerns is the presence of asbestos in the old building. We do not want anybody to suffer in anyway by coming into contact with this dangerous substance. Please deter anyone from entering the site, for their own safety.
Crime and Offenders Brought To Justice
We are pleased to say that the Rural Abingdon area remains a low crime area and June was no exception. The majority of the crime has been minor incidents.
Although there have been five recorded burglaries there is a lot of work in progress to reduce this number. As ever you can help deter opportunist burglars by ensuring doors and windows (especially ground floor) are shut and locked whenever the house is empty.
On 14th June the Abingdon Cycle Team found a male at Jarn Mound, Boars Hill in possession of cannabis. He was dealt with in way of an £80 fixed penalty notice.
There was an assault on 26th June by a 12 year old boy in Shippon, the offender was dealt with by means of a verbal warning.
Priorities
Anti-social behaviour in Marcham, which is mainly groups of young people congregating and on occasions drinking alcohol, is being tackled by increased high visible patrols by the Neighbourhood Team.
Speeding remains an issue and speed checks will continue to be carried out throughout July.
Parking outside schools, especially in Marcham, is an ongoing problem and consultation with the Head teachers is ongoing.
PCSO Adi Wright will continue his patrols outside the CO-OP on Kennington Road to tackle the ongoing parking issues.
Partnership Activities
On Saturday 13th June PCSO Laura Schmid and PCSO Chris Cochrane attended a bike event at St Peters Primary School, Wootton. This was to help raise money for the refurbishment of the Community Centre. It was an excellent event which was attended by many local families to take part in a bike ride. £810.00 was raised as a result.
The Neighbourhood team is working with the Neighbourhood watch coordinator to recruit residents to the neighbourhood watch and community messaging schemes. PCSO Adi Wright has been making attempts to establish an ‘Office’ on his beat area. Negotiations are ongoing and if successful would greatly increase his potential patrol time, visibility and effectiveness as well as provide a place of contact.
Future Meetings
PCSO Adi Wright has been in contact and attended a meeting regarding the Relay for Life charity event to be held at Radley College on 29th and 30th August in aid of Cancer Research, he hopes to assist with the running and organising of this event.
Good news stories
Throughout June PCSO Laura Schmid and PCSO Sandra Syphas have been assisting Marcham School with cycling proficiency lessons. There were eight lessons that all children attended. They were very well behaved and all passed; we will be attending the school on Friday 17th July to present the pupils with their certificates.
On Saturday 27th June, as a neighbourhood team, PCSO Laura Schmid, PCSO Sandra Syphas, PCSO Chris Linzey and PC Keith Morton attended the Sunningwell School Fete . There was a Donkey race, assault course, stocks for the head teacher and many other stalls. The event was very well attended. On the same day PCSO Laura Schmid and PC Keith Morton also attended the St Peters Church Garden Party where there were many stalls to look at and prizes to be won. It was another well attended event and the weather was perfect on the day.
On Sunday 28th June PCSO Laura Schmid and PC Keith Morton attended a BBQ at the Community Centre at Dalton Barracks. This was put on for families and children of the soldiers away in Iraq. There was entertainment for the children and an excellent BBQ. We were there to mark bikes with a tamper proof sticker containing their postcode. In the event of the bike getting lost or stolen we can return it to the owner.
In Eaton there was a beer festival on Saturday 13th June at the Eight Bells. Sadly the team were unable to partake as we are not allowed to drink on Duty! Everybody enjoyed themselves and there were no problems recorded.
Non Priority Activities
In Appleton we have had some incidents of graffiti on the village entry sign and our trig point. If anybody has any information please contact the Neighbourhood Team on 0845 8 505 505 or alternatively contact Crimestoppers on 0800 555 111.
On Sunday 7th June PCSO Lisa Prime and PCSO Sue Bradshaw attended the open farm day in Appleton which is a national event.
10th June saw PCSO Lisa Prime and PCSO Chris Linzey attend Appleton pre school with the neighbourhood van, the children had great fun.
PSCO Adi Wright attended the village fete in Radley on Saturday 27th June. The event was a great success and the weather was kind to those who attended
On Tuesday 23rd June PCSO’s Laura Schmid, Sandra Syphas and Chris Linzey attended The Chandlings School to talk to pupils about the role of the Police and in particular that of PCSO’s. This was greatly received by the pupils who all particularly enjoyed setting off the sirens on the Police vehicle.
In Farmoor PCSO’s Sue Bradshaw and Lisa Prime took the community trailer to Farmoor village hall. This was a great success giving local people the opportunity to meet their local Neighbourhood team.
Cumnor Parish held their annual big picnic at Hill End, PCSO’s Sue Bradshaw and Lisa Prime attended with the police van, this went down very well with families that attended.
On the 10th June PCSO’s Adi Wright and Lisa Prime attended Botley children’s day centre to give a safety talk.
PCSO Sue Bradshaw took the community trailer to Botley on June 12th, this was a great success.
PCSO’s Lisa Prime and Sue Bradshaw attended the Botley street fair, with Special Sergeant Sharon Hagen, Sharon had her face paints and did some very impressive and well received face painting on local children.
Planned Activities
PCSO Lisa Prime visited Mr Shadbolt at Matthew Arnold School and along with PCSO Sue Bradshaw has been invited to the sports day on 10th July.
Police Surgeries will be held in the Rural Abingdon area during July. Please do take advantage of the surgeries – it is an extremely useful way of passing relevant information to each other and gives you the opportunity to meet your Neighbourhood Policing Team.

The team has been involved with many activities across the rural area during the month of April, these include;
The team visited Appleton Primary School to conduct an assembly on, ‘Trig Points’ due to the village having a trig point marker. This was followed up by taking the year 5 pupils out to the marker to cut back the overgrowth to allow better visibility.
Police Community Support Officer (PCSO) Laura Schmid and PCSO Sue Bradshaw have also been working with the S.T.A.R.S group to try and stop parents parking on the zigzag lines outside Appleton Primary School. This is an initiative set up by the Safer Roads Partnership at the Council. Parking has been an ongoing problem in the area and using the pupils from the school to try to combat the problem is very effective.
The final stage of this is having the S.T.A.R.S group hold a banner outside the school, with our supervision, to inform motorists that they shouldn’t speed.
PCSO Laura Schmid assisted Marcham Primary School to talk to the pupils about bicycle safety prior to them starting their cycling proficiency training. This was also attended by the Oxfordshire Road Safety Partnership.
The team have been attending Parish Council Annual General Meetings for the neighbourhoods across the area.
PCSO Laura Schmid attended the Senior Citizens Group at Wootton to do a crime reduction talk with the Crime Reduction Manager, Roger Foster. It was a very successful and informative meeting, which rejuvenated interest in running the Neighbourhood Watch scheme.
PCSO Adrian Wright conducted a talk at the Yarnells Hill Residents Association about neighbourhood policing within their area.
On 28 April PCSO Schmid assisted with Junior Citizen Scheme.
On 22 April PCSO gave a talk to Kennington Primary School for an Emergency Services week about what we do.
High visibility patrols have also been conducted across the area, especially in Botley where there was an increase in reported dwelling burglaries at the beginning of April. It would appear that these isolated offences have stopped but our investigations continue. It would be worth reminding residents with side gates to their properties to keep them secured and if they feel suspicious regarding door to door sales persons selling items like dusters and tea towels, to note a description and let us know so we can check them out if there are patrols in the area.

Update for March 2009
Wootton, Shippon and Marcham
Police Community Support Officers (PCSOs) attended a Commonwealth Meeting on the 9 March in the Family Centre on Dalton Barracks. This was an opportunity to meet members of HM Forces from the Island of Fiji. On the 4 March the team worked with the Oxford and Cherwell College at Boars Hill Scouts. The day consisted of teaching young people about how we, as police, communicate. Also in attendance were the Fire Service, the army and the Ambulance Service. Although, very cold, the day was a complete success and we have been invited back next year. PCSO Schmid continues with her cycle proficiency. PC May has carried out recent warrants on addresses in the area.
Botley, Cumnor and Farmoor
On the 3 March PC May attended Wytham Woods with regards to deer culling. On the 12 March PC May and PCSO Bradshaw attended the North Hinksey Annual General Meeting (AGM). The team have been heavily involved in extra patrols in the areas of Botley, North Hinksey, Cumnor, Wytham and Appleton following an increase in burglaries. PCSO Bradshaw and PCSO Schmid distributed over 120 burglary packs to residents in Eynsham Road and carried out house-to-house enquiries in order to reassure residents. PCSO Bradshaw along with PCSO Schmid is working in two schools in her area in partnership with Oxfordshire Safer Roads on a new S.T.A.R.S project. This project is run by the children of Appleton and North Hinksey. The main aim of S.T.a.r.s is to ensure children are safe on their way to and from school. PCSO Bradshaw will be helping in regards to zigzag parking.
Kennington and Radley
PCSO Wright has continued with patrols of his area. He attended Radley Primary School to talk to the children about what we do. At the beginning of the month he went to some lengths the gather information about a burnt out car in Sandford Lane. PC May and PCSO Wright attended the Kennington AGM and also the Radley Parish Council Meeting.
